When communities take charge of their own development, the results can be transformative. Across the globe, some of the most impactful projects for equity and social justice have not come from top-down government programmes but from people organising themselves at the grassroots level. Two standout case studies – the Orangi Pilot Project (OPP) in Pakistan and the Sukhomajri Village Watershed Management Project in India – show exactly how community participation can address deep-rooted issues of poverty, health, and environmental degradation while ensuring that benefits reach everyone fairly.

The Orangi Pilot Project (OPP): a community-driven revolution in Karachi

In 1980, social scientist Dr. Akhter Hameed Khan launched the Orangi Pilot Project in Orangi Town, a large informal settlement on the outskirts of Karachi, Pakistan. With a population of around 1.2 million people from diverse ethnic and linguistic backgrounds, Orangi was a squatter settlement that did not qualify for government aid due to its unofficial status. Most households relied on bucket latrines and soak pits, while open sewers in lanes caused rampant waterborne diseases.

The OPP was founded on a simple but powerful idea: instead of waiting for the government or external donors to solve problems, the community itself should identify issues, design solutions, and lead implementation. The project covered multiple areas – low-cost sanitation, housing, health, education, and credit for micro-enterprises – all with an approach that prioritised meeting common people’s needs without bias and strengthening community initiatives through ongoing research and analysis.

The innovative sanitation model: internal and external development

The OPP’s most celebrated contribution is its low-cost sanitation programme, built on a clear division of responsibility. The model splits sanitation infrastructure into two parts:

Internal development refers to components built and financed by the community members themselves – sanitary latrines inside homes, underground sewage lines within lanes, and collector sewers. Residents organised themselves into lane committees, pooled their resources, and collectively funded and constructed this infrastructure. External development includes trunk sewers and treatment plants, which remain the government’s responsibility.

The OPP’s technical staff provided engineering designs and layout maps but deliberately avoided direct implementation to ensure community ownership. Lane managers received the plans and carried out the work, approaching OPP engineers only when they needed guidance. This approach saved families up to 90% of the costs of conventional government-provided infrastructure. Over the years, more than 99,000 household toilets were installed and over 1.6 million feet of sewer lines were laid across Orangi.

The success of this model also put pressure on government agencies. The OPP demonstrated that a redesign of the Korangi sewage sector could reduce costs to less than one-third of the original estimate, which eventually led to the cancellation of a US$100 million loan from the Asian Development Bank and adoption of the OPP approach instead.

The housing programme: affordable construction through community participation

Alongside sanitation, the OPP tackled Orangi’s housing challenges. As streets became cleaner, families naturally began investing in upgrading their homes. OPP-RTI improved local building materials, introduced standardised construction designs, and trained local masons and para-architects. Stronger concrete blocks and low-cost load-bearing wall techniques meant that housing construction costs dropped to approximately one-third of what traditional reinforced concrete construction would have required.

Local block manufacturers participated actively in this process, and about 2,500 homes were built or upgraded each year. The programme also created economic opportunities – 30-40% of locally produced quality blocks were exported to nearby areas, generating income and employment. Trained para-architects now offer their services directly to house builders in the community, creating a more equitable relationship in the housing market.

Health education: empowering women, reducing disease

Poor sanitation and lack of awareness had made diseases like malaria, dysentery, typhoid, and diarrhoea extremely common in Orangi. The OPP identified these health challenges early on and launched targeted health education initiatives through its health wing, OPP-KHASDA (Karachi Health and Social Development Association).

The programme employed female doctors and health visitors who conducted neighbourhood meetings, going door to door and organising group sessions. This approach significantly increased women’s participation in health awareness activities. The focus areas included disease prevention, nutrition, hygiene practices, and family planning.

The results were notable: disease incidence dropped, immunisation rates increased, and infant mortality was reduced. By empowering women as both learners and educators within their communities, the OPP created a sustainable health improvement model that did not depend on expensive external medical infrastructure.

Micro-enterprise credit and education

The OPP also established a supervised credit programme for small family enterprises through OPP-OCT (Orangi Charitable Trust). This gave families access to small loans for starting or expanding home-based businesses, further strengthening economic self-sufficiency. On the education front, OPP-RTI provided social and technical guidance to improve the physical conditions and academic standards of private schools in Orangi, with community schools now serving around 26,000 children.

Replication and impact

The OPP’s community-led, low-cost model has been replicated far beyond Orangi. Within Pakistan, it has expanded to 245 settlements across 17 cities, benefiting over 1.5 million people. Internationally, elements of the OPP model have been adopted in countries including Nepal, Vietnam, South Africa, and several nations in Central Asia and East Africa. The project stands as proof that when communities are trusted and supported – rather than bypassed – they can deliver development outcomes more efficiently and equitably than conventional top-down programmes.

The Sukhomajri village watershed management project: from degradation to self-governance

While the OPP addressed urban poverty, the Sukhomajri watershed management project demonstrates the power of community participation in a rural setting. Located in the Shivalik foothills of the Himalayas, about 30 kilometres northeast of Chandigarh, the small village of Sukhomajri was once trapped in a cycle of environmental degradation and poverty.

Until the mid-1970s, Sukhomajri had no source of regular irrigation. The entire agricultural land of roughly 52 hectares depended entirely on erratic rainfall for a single annual crop. Small landholdings – less than one hectare per family – combined with frequent crop failures forced villagers to keep large numbers of sheep, goats, and cows. These animals grazed freely on surrounding hillsides, stripping them of vegetation and accelerating soil erosion. The eroded soil flowed downstream, causing Sukhna Lake near Chandigarh to lose nearly 70% of its water storage capacity due to sedimentation.

P.R. Mishra and the catalyst of water

The turning point came when P.R. Mishra, then heading the Central Soil and Water Conservation Research and Training Institute (CSWCRTI) in Chandigarh, chose Sukhomajri as the site for a watershed management intervention. Initially, the project was driven by the need to reduce siltation in Sukhna Lake. But Mishra realised that no amount of technical soil conservation work would succeed unless villagers themselves were motivated to stop free grazing and tree felling in the hills.

The breakthrough came through water. Mishra’s team constructed check dams (earthen dams) that stored rainwater for irrigation. As successive tanks were built after 1977, the stored water began delivering tangible benefits. Crop yields rose dramatically – wheat yields increased by 500% and maize yields by 400% between 1977 and 1986. Villagers could now see a direct link between protecting the watershed and securing their own water supply. This was the turning point in community attitude.

The Hill Resource Management Society: equity in governance

In 1980, the villagers formally established the Hill Resource Management Society (HRMS), a village-level institution with representatives from each household. The HRMS took on the responsibility of managing water allocation, enforcing grazing restrictions, and overseeing the use of forest resources.

What made the Sukhomajri model particularly significant from an equity and social justice perspective was how benefits were distributed. Water rights were allocated to every household, including landless families, so that everyone had a stake in protecting the watershed. Families without land, or those with small plots who did not use all their water entitlement, could sell their surplus rights to larger landowners. This mechanism separated water rights from land rights, ensuring that even the poorest members of the community benefited economically from the conservation effort.

Later, when irregular water flows made the tradable rights system impractical, it was replaced by a user fee system. The HRMS collected fees for water use and distributed the revenue equitably among all villagers. Revenue from the sale of bhabbar grass (a valuable forest product) and other common resources was also shared collectively.

Community-made rules and self-regulation

The villagers did not simply follow externally imposed rules – they developed their own regulations for resource management based on principles of equity and equality. Cattle grazing on the hills was collectively banned, with a strong enforcement mechanism: any household whose cattle were found grazing on the protected hillsides would lose their water rights. This peer pressure system ensured high compliance without the need for external policing.

The composition of livestock also shifted over time. Villagers moved from keeping goats and cows (which required open grazing) to buffaloes, which could be stall-fed with the increased availability of green fodder from protected areas. Dairy incomes rose as a result, further reinforcing the economic case for conservation.

Environmental and economic transformation

The results at Sukhomajri were remarkable on every front. Siltation in Sukhna Lake fell by 95%, saving Chandigarh approximately US$200,000 annually in dredging costs. Vegetation cover on the hillside increased from 13 trees per hectare to 1,292 trees per hectare. Household incomes rose significantly, with families earning additional income from milk sales, grass harvesting, and improved crop yields. Within five years of the HRMS being established, annual household incomes had increased by around Rs. 3,000.

Sukhomajri became a national model for participatory watershed management. The principles demonstrated here – that people’s participation must be ensured from the very beginning, that projects must address community needs, and that equity in benefit-sharing is essential – went on to shape India’s watershed development policies for decades.

Key lessons from both case studies

Despite being situated in very different contexts – one urban, one rural; one in Pakistan, one in India – the OPP and Sukhomajri share several core principles that made them successful.

Community ownership over external dependency: Both projects deliberately minimised reliance on outside aid. The OPP let communities finance and build their own sanitation, while Sukhomajri gave villagers direct control over water and forest resources. This created genuine ownership and long-term sustainability.

Equity as a design principle: In Orangi, services were delivered without ethnic or economic bias across a diverse population. In Sukhomajri, water rights were extended to landless families, ensuring that conservation benefits did not flow only to those who already owned land.

Technical support without takeover: In both cases, professionals provided research, design, and guidance – but implementation remained firmly in community hands. This built local capacity and avoided the dependency traps common in conventional development projects.

Women’s participation as a driver of change: The OPP’s health programme succeeded largely because it engaged women directly through neighbourhood meetings. In Sukhomajri, the shift to stall-fed dairy created new economic roles for women in managing household-level production.

Scalability through demonstration: Both projects proved that their models could be replicated. The OPP’s approach has spread to hundreds of settlements; Sukhomajri influenced national watershed policy across India. Success at the local level became the strongest argument for broader adoption.
