Mangrove forests are among the most productive and ecologically critical ecosystems on the planet. Found along tropical and subtropical coastlines, these dense tangles of salt-tolerant trees and shrubs sit at the boundary of land and sea – quietly holding together the health of oceans, rivers, and the human communities that depend on them. Yet across the Pacific coast, mangroves are disappearing at an alarming rate, largely due to the explosive growth of commercial shrimp aquaculture. This conflict – between coastal communities who have relied on mangroves for generations and the powerful commercial interests clearing them – is one of the defining environmental struggles of our time.

Why mangrove forests matter: ecological significance

Mangroves are far more than coastal vegetation. They are biodiversity powerhouses that sustain a vast web of marine and terrestrial life. Their dense, tangled root systems create sheltered nursery habitats where juvenile fish, crustaceans, and molluscs grow before moving into open waters. According to UNEP, restoring mangroves could add trillions of young, commercially valuable fish and invertebrates to coastal waters every year. For 1.5 billion people globally, fish is the most critical source of animal protein – and mangroves are essential to keeping that supply chain alive.

These forests also perform vital nutrient cycling functions. The enormous quantities of leaves that fall from mangrove canopies form the base of a highly productive food web. As leaves decompose, they release nutrients that feed bacteria, algae, and small invertebrates, which in turn support larger species. Mangroves maintain water quality by filtering sediments and pollutants that would otherwise flow into the ocean and damage neighbouring ecosystems like coral reefs and seagrass beds.

Perhaps most striking is the role mangroves play in carbon storage. According to the One Earth initiative, mangroves can store up to five times more carbon per acre than terrestrial rainforests – most of it locked away in their root systems and the soil beneath. This makes their conservation a critical component of climate change mitigation strategies.

Natural shields: how mangroves protect coastal communities

One of the most immediately tangible services mangroves provide is coastal protection. Their dense root networks absorb wave energy, reduce storm surges, and prevent shoreline erosion. Research from Vietnam demonstrated that 100 metres of mangrove forest could reduce wave heights by up to 70% during typhoons, dramatically cutting erosion rates compared to unprotected coastlines.

The devastating 2004 Indian Ocean Tsunami provided a tragic case study. A retrospective analysis found that villages situated behind mangrove forests suffered roughly 50% less damage than those without this natural barrier. In countries like Indonesia and India, where mangroves had been extensively cleared from coastlines, the destruction was considerably amplified. The Commonwealth Secretariat has noted that mangroves are among the most cost-effective methods of managing disaster risk along coastlines – far cheaper than engineering alternatives like seawalls, and with the added benefit of supporting biodiversity and livelihoods simultaneously.

With climate change driving more frequent and intense storms and rising sea levels, the protective value of mangroves is only increasing. Yet, paradoxically, the very moment we need them most is the moment they are being destroyed fastest.

Resources and livelihoods: what mangroves mean for Pacific communities

For coastal communities across the Pacific, mangroves are not abstract ecological assets. They are a daily source of food, materials, and income. Local populations harvest fish, crabs, cockles, and other shellfish directly from mangrove estuaries. The timber provides building material for houses and boats. Mangrove wood is converted into charcoal for fuel. Tannins extracted from bark are used to dye handicrafts. Fruits and medicinal plants offer further sustenance.

The estuaries connected to mangrove systems also serve as transportation routes, linking river communities to broader networks of trade and social interaction. This makes mangroves central not just to the ecological landscape but to the economic and social infrastructure of these communities.

Research from Ecuador’s Muisne River Estuary highlights just how deeply embedded mangrove use is in local culture. The communities studied were multigenerational mangrove users who had developed distinct livelihood strategies, food systems, and cultural traditions around these ecosystems over centuries. When mangroves were destroyed, the entire social fabric – including gendered divisions of labour – was disrupted.

The rise of shrimp aquaculture: a commercial threat

The story of mangrove destruction in the Pacific is inseparable from the global demand for shrimp. Beginning in the 1980s, industrial fish trawlers began damaging ocean ecosystems so severely that natural shrimp populations declined sharply. This created an economic incentive for shrimp aquaculture – the farming of shrimp in constructed ponds – which was enthusiastically promoted and funded by international development institutions, including the World Bank.

The immediate consequence was devastating: vast stretches of mangrove forest were cleared to build shrimp ponds. Globally, shrimp farming has been identified as one of the primary drivers of mangrove deforestation. The logic was straightforward – mangrove areas offered flat, coastal land with easy access to salt water. But the ecological costs were enormous and long-lasting.

How shrimp ponds destroy mangrove ecosystems

Building a shrimp farm in a mangrove area requires complete removal of the forest canopy and root system. The land is then levelled and flooded to create shallow ponds. This process eliminates the habitat that supported fish nurseries, filtered water, protected coastlines, and stored carbon. Effluents from shrimp farms – rich in nutrients, organic matter, and sometimes chemicals – are often discharged directly into surrounding waterways, further degrading the ecosystem.

According to a review published in Marine Pollution Bulletin, environmental impact assessments were extremely scarce given how rapidly the shrimp industry expanded, particularly regarding cumulative impacts on ecosystem services and wetland resilience. In many countries, the industry grew faster than regulatory frameworks could keep pace with.

Ecuador: a battleground for mangroves and communities

Ecuador provides one of the clearest examples of the conflict between commercial aquaculture and mangrove-dependent communities. The country is the largest producer of Pacific whiteleg shrimp in South America and one of the top shrimp exporters in the world. Shrimp is Ecuador’s second-largest non-oil export product, after bananas.

The scale of destruction

The environmental cost has been staggering. Ecuador’s coastal mangroves experienced an estimated 16.4% loss between 1985 and 2022, while aquaculture in those same areas grew by nearly 90% over the same period. Some estimates are far more severe. According to Ecuador’s National Coordinating Corporation for the Defence of the Mangrove Ecosystem (C-CONDEM), more than 70% of the mangrove ecosystem in Ecuador has been destroyed by shrimp ponds since aquaculture was introduced. In the province of Esmeraldas alone, mangrove coverage was reduced by roughly 84.5%, with 90% of the farms established illegally.

The region of Nariรฑo witnessed the alarming loss of approximately 2,600 hectares of mangrove forests by the mid-1990s alone, sparking large-scale community protests.

How it was allowed to happen

Until 2008, Ecuador’s shrimp industry operated largely without permits, land leases, or environmental controls. A World Rainforest Movement report documents how the government’s “regularisation” process essentially handed thousands of hectares of mangrove territory to shrimp entrepreneurs, overriding legislation that should have protected mangrove forests and community rights. Aggressive investment policies, economic incentives, and sustainability certifications for supposedly responsible production further boosted the industry – all while destruction continued.

Community resistance and the fight for mangroves

The destruction of mangroves has not gone unchallenged. Across Ecuador and the broader Pacific coast, community resistance movements have grown in scale and intensity since the 1990s.

Organisations like C-CONDEM have documented violations committed by the shrimp industry, including violent displacement of fishing and gathering communities. Local activists have argued consistently that they can both preserve mangrove forests and sustain their livelihoods from the resources these ecosystems generate – as they have done for centuries.

This resistance has achieved real results. Growing opposition to mangrove destruction has led to bans on new shrimp farm development in certain areas. In 2022, WWF and Ecuador’s National Chamber of Aquaculture signed an unprecedented national agreement to halt habitat conversion from shrimp farming – the first such commitment by any country globally. The agreement uses geospatial monitoring technology to track mangrove destruction and restoration.

However, enforcement remains a challenge. Academic studies have documented that mangrove deforestation continued even in protected areas, exposing weaknesses in monitoring, surveillance, and legal enforcement.

Territory and cultural identity: more than an environmental issue

What makes the Pacific mangrove struggle distinctive is that it is not simply an environmental dispute. It is deeply tied to questions of territorial rights, cultural identity, and self-determination.

The 1980s and 1990s saw the emergence of powerful social movements across the Pacific region that framed their resistance in terms of territory – not just as physical land, but as the foundation of cultural survival. The anthropologist Arturo Escobar, in his influential work Territories of Difference, analysed how Afro-Colombian and indigenous communities in the Pacific constructed the concept of a “region-territory of ethnic groups.” For these communities, territory is inseparable from cultural identity. Their distinct ways of using diverse ecosystems – fishing, gathering, farming, building – are not just economic activities but expressions of who they are.

Escobar’s work demonstrates that place-based struggles link body, environment, culture, and economy together. Black and indigenous groups of the Pacific maintain deeply embodied and embedded practices of ecological existence that cannot be reduced to market calculations. When commercial aquaculture destroys a mangrove estuary, it does not merely eliminate a resource – it erases a way of life.

This framework has been central to the political strategies of movements like Colombia’s Proceso de Comunidades Negras (PCN), which fought for autonomy, territorial rights, and cultural recognition against the backdrop of neoliberal globalisation and commercial resource extraction. Their activists argued, in a formulation that has become iconic, that biodiversity equals territory plus culture.

What’s at stake going forward

The battle over Pacific mangroves is far from over. Global demand for shrimp continues to rise. Ecuador’s free trade agreements – including a recent one with China covering shrimp – are likely to intensify production pressures. At the same time, climate change is making the protective and carbon-storage functions of mangroves more valuable than ever.

There are some positive signs. New monitoring technologies are making illegal deforestation harder to hide. Industry-led commitments to conversion-free production, such as those supported by the World Economic Forum’s Sustainable Shrimp Partnership, offer potential pathways. And the persistent advocacy of coastal communities continues to shift the political landscape.

But the fundamental tension remains: a global economic system that treats mangrove forests as disposable obstacles to profit, versus communities and ecosystems that depend on them for survival. Resolving that tension requires not just better regulation, but a deeper rethinking of whose knowledge, values, and ways of life get to shape decisions about the natural world.
