When a dam floods a valley, it doesn’t just displace water – it displaces lives, livelihoods, cultures, and centuries-old relationships between people and their land. Across India and the Global South, resource conflicts between indigenous communities and development projects have been a recurring pattern since the colonial era. These are not just disputes over territory. They are clashes between two fundamentally different worldviews: one that treats land as a communal lifeline, and another that sees it as a commodity to be exploited for economic growth.

Colonial takeover of communal resources

The roots of most resource conflicts today can be traced back to colonial land policies. Colonial powers systematically separated indigenous peoples from their natural environments – a process that was central to consolidating control over territories and extracting wealth. In India, the British introduced land revenue systems like the Permanent Settlement (1793) and the Ryotwari system, which imposed the concept of individual land ownership on communities that had always treated land as a shared resource.

For tribal communities, this was devastating. Colonial forest laws barred indigenous livelihood practices such as shifting cultivation, hunting, and gathering, while vast tracts of forest commons were handed to contractors and converted into commercial plantations. Tribal peoples were reduced from self-sustaining communities to bonded labourers and tenants on land they had inhabited for generations.

The critical issue is that these colonial-era policies did not end with independence. Post-colonial governments continued to prioritise market-based systems and commercial interests over local subsistence economies. The dispossession of indigenous communities from their ancestral lands persisted under new legal frameworks, and the state replaced the colonial administration as the primary agent of resource appropriation.

The eucalyptus protests: when villagers fought back against monocultures

One of the most telling examples of community resistance against the commercial takeover of common lands comes from Karnataka. Ecologists Madhav Gadgil and Ramachandra Guha, in their influential works on India’s ecological history, documented how villagers in Karnataka’s Dharwar district uprooted eucalyptus saplings that had been planted by commercial interests on common village land. For the villagers, eucalyptus was not a “tree” in any meaningful sense – it was a water-guzzling monoculture species that offered nothing to local livelihoods while drying up water sources and replacing diverse native forests.

Gadgil and Guha framed these conflicts through a powerful analytical lens. They divided Indian society into three categories: ecosystem people who depend directly on natural resources for survival, omnivores who have political and economic power over those resources, and ecological refugees who have been rendered destitute through the loss of their traditional resource base. The eucalyptus protests were a classic confrontation between ecosystem people and omnivores.

The Chipko connection

Similar resistance emerged in Himachal Pradesh, where Chipko activists opposed the replacement of diverse local forests with commercial monoculture plantations. The Chipko movement, which began in the early 1970s in Uttarakhand, had started as a fight between local hill communities and the state over the right to forest resources. It soon became a broader movement questioning the entire logic of commercial forestry that prioritised revenue over ecological sustainability.

The movement’s influence spread across India. In southern Karnataka, the Appiko movement emerged in 1983 when villagers of Uttara Kannada district adopted Chipko’s tree-hugging tactics to protect their tropical forests from industrial exploitation. The district’s forest cover had fallen from over 81 percent in 1950 to roughly 25 percent by 1980, thanks to pulp mills, plywood factories, and hydroelectric dams. The conversion of mixed natural forests into teak and eucalyptus plantations had dried up water sources, directly harming forest-dwelling communities.

What these movements demonstrated was a fundamental truth: commercial monocultures are not “development.” They are a transfer of resources from local communities to distant commercial interests, disguised as progress.

Dam projects and displacement: the Mulshi satyagraha

The pattern of displacing communities for large infrastructure projects has an equally long history in India. One of the earliest and most significant cases is the Mulshi Satyagraha – widely regarded as the world’s first anti-dam movement.

In the early 1920s, the Tata company, backed by the colonial British administration, began constructing a dam at the confluence of the Mula and Nila rivers in the Sahyadri hills near Pune. The dam was intended to generate hydroelectric power for Mumbai’s railways and textile mills. Around 48 to 52 villages faced submergence, threatening the displacement of thousands of farming families.

As documented by Gadgil and Guha, the Tata company initially entered farmers’ lands and dug test trenches without any legal permission. When a local farmer objected, a British engineer threatened him with a pistol, sparking strong protests in Pune. The resulting opposition was led by Pandurang Mahadev Bapat, a young congressman who earned the title “Senapati” (commander) for his leadership. Bapat and his followers halted construction for an entire year.

A split resistance and its aftermath

The colonial government eventually passed an ordinance allowing the Tatas to acquire land by paying compensation. This split the resistance – wealthy Brahmin landlords were willing to accept compensation, but the tenants who actually farmed the land were completely opposed. The protest lasted three years and drew the participation of large numbers of women who were also jailed. The dam was ultimately built, but the Mulshi Satyagraha set a precedent for every displacement conflict that would follow in India.

A century later, the families of the displaced still live on what is called “Tata’s land” – without ownership rights, without rehabilitation, and without control over their own futures. The reservoir offers possibilities for fishing and eco-tourism, but the company has not permitted these activities for local communities.

Rhetoric of development versus local reality

A recurring feature of resource conflicts is the language used by development proponents. Terms like “national interest,” “public good,” and “progress” are deployed to justify projects that displace communities, while any opposition is dismissed as irrational resistance to modernisation.

This rhetoric has real consequences. When the Narmada Valley Development Project was conceived – involving over 3,000 dams across three states – the government framed it as essential for India’s water and energy security. But the people whose lives were going to be devastated were neither consulted nor compensated adequately. A disproportionate number of those displaced were Adivasis (tribal people) and Dalits – communities already at the margins of Indian society.

The “development versus local opposition” framing ignores several critical realities. First, it overlooks the collapse of sustainable local economies that follows displacement. When farming communities lose fertile land to reservoirs, they don’t simply relocate and start over. Their entire socio-economic system – including exchange practices, social networks, and traditional knowledge – is destroyed. Second, the framing ignores the cultural and religious significance attached to lands and waterways. For many communities, rivers and forests are not just resources; they are sacred spaces integral to identity and spiritual life.

Who really benefits from “national” projects?

The benefits of large development projects often flow to distant urban centres while the costs are borne by rural communities. The Mulshi Dam generated electricity for Mumbai. The Sardar Sarovar Dam displaced people in Madhya Pradesh and Maharashtra, but its irrigation benefits were directed primarily to Gujarat. This spatial separation between who pays the price and who reaps the benefits is a defining feature of development-induced displacement.

As scholar Ghanshyam Shah noted, the Mulshi Satyagraha represented the first recorded organised struggle against forced displacement caused by an infrastructure project. Every major dam conflict since – Bhakra-Nangal, Tehri, Narmada – has followed the same pattern: promises of broad national benefit, inadequate rehabilitation, and communities left worse off than before.

Environmental and engineering concerns

Resource conflicts gain additional complexity when the contested projects face legitimate environmental and engineering challenges. The Tehri Dam is a prime example. Located on the Bhagirathi River in Uttarakhand, it is one of the tallest dams in the world at 260.5 metres.

The opposition to Tehri was not just about displacement – though over 100,000 people were forced to relocate. The dam sits in the Central Himalayan Seismic Gap, a major geological fault zone, and the region experienced a 6.8-magnitude earthquake in 1991 with its epicentre just 53 kilometres from the dam site. Environmental activist Sunderlal Bahuguna led the anti-Tehri campaign for over two decades, arguing that micro-hydroelectric projects would be safer and more appropriate for meeting local power needs.

When traditional knowledge is vindicated by science

What makes these conflicts particularly significant from a sustainability perspective is how often indigenous communities’ concerns are later confirmed by scientific assessment. Local communities near the Tehri site had long warned about the instability of the terrain and the risks of damming rivers in earthquake-prone zones. The Environmental Appraisal Committee of India’s Ministry of Environment and Forests actually refused to clear the Tehri project in 1990, supporting these concerns.

Similarly, communities who opposed eucalyptus monocultures were vindicated when research confirmed that these plantations deplete groundwater and reduce biodiversity. The Appiko movement’s activists pointed out that the conversion of mixed forests to monocultures was drying up water sources – a claim that ecological science has since thoroughly documented.

The Tehri Dam’s impact on the Bhagirathi River further illustrates this point. Since 2005, the reservoir has reduced the river’s flow drastically, and at certain points during the year, the tributary stops flowing entirely. For Hindus who consider the Bhagirathi a sacred part of the Ganges system, this represents an unacceptable violation of religious and cultural values – a concern that no engineering report can adequately quantify.

Patterns of resistance and the path forward

From the Mulshi Satyagraha in the 1920s to the Narmada Bachao Andolan in the 1990s, Indian communities have consistently resisted the appropriation of their resources for projects that serve external interests. These movements share common features: they are led by people whose daily survival depends on the resources being contested, they combine local knowledge with non-violent resistance, and they challenge the dominant narrative that equates large-scale industrialisation with progress.

The United Nations Declaration on the Rights of Indigenous Peoples now recognises the principle of free, prior, and informed consent – meaning that development projects in indigenous areas should only proceed with the genuine agreement of affected communities. In India, the Forest Rights Act of 2006 was designed to recognise the customary land rights of tribal communities in forests. However, implementation has been uneven, and structural discrimination continues to undermine the law’s promise.

The core lesson from decades of resource conflicts is straightforward: development that destroys the livelihoods, cultures, and environments of local communities is not development at all. Sustainable progress requires genuine inclusion of affected communities in decision-making, honest assessment of environmental and social costs, and respect for the knowledge that indigenous peoples have accumulated over centuries of living in close relationship with their ecosystems.
