Accessing indigenous knowledge (IK) and local knowledge (LK) for conservation and sustainability is not as simple as interviewing community members or reading ethnographic records. These knowledge systems are deeply woven into cultural practices, oral traditions, and lived experiences that don’t translate neatly into the categories of formal science. So, how do researchers bridge this gap? One influential approach, proposed by Andrew Vayda and colleagues, shifts the focus from trying to extract knowledge directly to observing what people actually do – and then working backwards to understand the knowledge behind those actions.

Why accessing indigenous knowledge is challenging

Indigenous and local knowledge systems are fundamentally different in structure from Western scientific knowledge. Traditional ecological knowledge (TEK) encompasses not just factual information about ecosystems, but also beliefs, traditions, practices, institutions, and worldviews that have evolved over generations through close interaction with the biophysical environment. Much of this knowledge is transmitted orally, through shared experience, and even through what some communities describe as spiritual or ancestral channels.

This means researchers can’t simply design a questionnaire and expect to capture the full depth of what a community knows. A significant portion of indigenous knowledge is tacit – embedded in daily routines, seasonal practices, and cultural rituals that knowledge holders may not articulate in abstract terms. Some knowledge is so deeply intertwined with cultural context that even community members themselves may not consciously recognise it as a separate body of “knowledge” in the way outsiders define the term.

This structural mismatch is precisely why Vayda and colleagues proposed an alternative methodology – one that doesn’t start with knowledge at all, but with observable actions.

The action-based research methodology

In 2004, Andrew Vayda and collaborators proposed what is often called the action-based or action-oriented approach to studying indigenous and local knowledge. Instead of trying to access IK or LK directly – a task fraught with translation problems, cultural barriers, and structural incompatibilities – this methodology follows a three-step process.

Step 1: Examine actions

The first step is straightforward: observe and document the specific environmental or resource-related actions that people take. This could include how farmers manage soil fertility, how fisherfolk regulate catch in a particular season, or how forest communities decide when and where to harvest non-timber forest products. The focus is on concrete, observable behaviour rather than abstract concepts.

Step 2: Identify underlying knowledge

Once actions are documented, researchers work to uncover what knowledge these actions are based on. Why does a community burn certain grasslands at a particular time of year? What do they understand about water flow that leads them to construct specific irrigation channels? By tracing backwards from action to reasoning, researchers can access parts of the knowledge system that might never surface in a conventional interview.

Step 3: Analyse causes of change

The third step involves understanding why these actions and knowledge bases change over time. Are communities adapting to new climatic conditions? Has market integration shifted their resource-use patterns? Are younger generations abandoning traditional practices? Analysing these dynamics reveals how knowledge systems evolve and what external pressures threaten them.

This three-step framework recognises a key reality: external interest in indigenous knowledge is primarily driven by its practical applications in economic development and environmental sustainability. The action-based approach aligns research methods with these practical goals.

Focused versus holistic research approaches

Traditional anthropological research typically studies cultures as whole systems. Ethnographers might spend years embedded in a community, documenting everything from kinship structures to cosmological beliefs, in order to understand how knowledge is embedded within the larger cultural fabric. While this holistic approach produces rich, contextual understanding, it is time-intensive, expensive, and not always well-suited to the specific needs of conservation and sustainability research.

Vayda’s methodology takes a deliberately different path. Rather than attempting to understand an entire cultural system, it advocates limiting research to specific environmental or resource-related actions that are directly relevant to sustainability goals. The underlying assumption is practical: understanding people’s environmental actions does not require comprehending their entire culture. A researcher studying indigenous fire management practices, for example, doesn’t necessarily need a deep grasp of the community’s origin myths or marriage customs – even if those are connected at some cultural level.

This practice-oriented philosophy also assumes that partial explanations can be useful for specific purposes. If the goal is to improve watershed management or prevent deforestation, a focused study of relevant practices and the knowledge behind them may be sufficient. The research doesn’t need to be encyclopaedic to be effective.

Rapid Rural Appraisal as a data collection tool

One of the practical tools aligned with this focused approach is Rapid Rural Appraisal (RRA). Developed in the late 1970s and early 1980s, RRA is a methodology designed for targeted, short-term data collection in rural settings. It emerged as a response to the high cost, long timelines, and low reliability of traditional survey methods used in developing countries.

RRA relies on multidisciplinary teams that use a combination of semi-structured interviews, direct observation, community mapping, transect walks, and cross-checking of information from multiple sources. The methodology is designed to be flexible and iterative – teams adapt their questions and focus areas based on what they learn in the field, rather than following a rigid, pre-designed questionnaire.

A core principle of RRA is learning directly from rural communities. As participatory development practitioners have noted, these techniques were influenced by the recognition that local people hold sophisticated knowledge about their environments that can be captured through structured but flexible engagement. RRA’s strength lies in its ability to generate accurate, actionable information about local conditions quickly and cost-effectively.

For accessing indigenous knowledge in conservation contexts, RRA offers a way to rapidly identify key resource management practices, understand the knowledge underpinning them, and assess how they are changing – all without the multi-year commitment of traditional ethnographic fieldwork.

Practical applications in conservation and sustainability

The action-based approach has clear value for conservation practice. Consider a scenario where a conservation agency wants to understand how a forest-dwelling community manages biodiversity. Instead of launching a comprehensive cultural study, researchers could observe the community’s specific practices – which species they harvest, which areas they avoid, how they rotate resource use across seasons. From these observations, they can extract the ecological knowledge embedded in those actions.

UNESCO’s Local and Indigenous Knowledge Systems (LINKS) programme has long advocated for the integration of indigenous and local knowledge into environmental governance and policy. The programme works to facilitate exchanges between knowledge holders and scientists, recognising that indigenous communities worldwide serve as custodians of detailed ecological observations accumulated over centuries. Action-based research offers one practical pathway for such integration.

Similarly, the growing body of research on indigenous contributions to ecological understanding has shown that indigenous peoples are often ideal partners for environmental research precisely because their knowledge is generated through sustained interaction with and observation of local ecosystems. Their knowledge of species behaviour, seasonal patterns, and ecological relationships frequently complements or enriches scientific datasets.

The action-based methodology also has particular relevance for policy development. When governments or international agencies need evidence to design conservation programmes, they often require focused, practical information rather than comprehensive cultural analyses. Understanding which specific indigenous practices contribute to soil conservation, water management, or fire regulation – and why those practices are changing – is often more immediately useful than a holistic ethnographic account.

Limitations of the action-based approach

No methodology is without its blind spots, and the action-based approach is no exception. Its biggest limitation lies in dealing with knowledge that is deeply embedded in cultural contexts – knowledge that cannot be easily separated from broader belief systems, spiritual practices, or cosmological frameworks.

Some indigenous knowledge is not expressed through observable actions at all. Certain understandings about ecological relationships, seasonal cycles, or species behaviour may exist as part of a community’s oral tradition, embedded in stories, songs, or ceremonies. These forms of knowledge may not manifest as specific, documentable resource management actions, but they nonetheless shape how communities relate to their environment.

More importantly, some knowledge may not be fully understood or articulated even by community members themselves. Research on indigenous methodologies has highlighted that indigenous ways of knowing include empirical observation, traditional teachings passed through generations, and spiritual knowledge acquired through dreams, visions, and intuition. The action-based approach, with its focus on observable behaviour, is poorly equipped to capture these dimensions.

There is also a risk that the focused approach may miss important connections between practices that seem unrelated on the surface. A community’s agricultural practices might be deeply linked to their water management strategies, which in turn connect to their ceremonial calendar. By studying each practice in isolation, researchers may fail to see the systemic logic that makes the whole knowledge system greater than the sum of its parts.

The tension between practicality and depth

This points to a fundamental tension in indigenous knowledge research: the trade-off between practical relevance and cultural depth. Holistic anthropological methods capture the richness and interconnectedness of knowledge systems but take years and produce results that may be difficult for policymakers to act on. Action-based and focused methods are faster and more policy-relevant but risk stripping knowledge of its cultural context – and potentially misunderstanding it in the process.

As systematic reviews of indigenous knowledge in climate change research have noted, one promising direction is the “Two-Eyed Seeing” approach, introduced by Mi’kmaw elders in Canada. This concept encourages researchers to draw on the strengths of both indigenous and Western knowledge systems simultaneously, rather than forcing one into the framework of the other. While not a direct solution to the methodological challenges of accessing IK, it offers a philosophical foundation for more respectful and productive knowledge exchange.

Moving forward: balancing rigour with respect

The question of how to access indigenous and local knowledge is ultimately not just a methodological one – it’s also an ethical one. Indigenous communities globally have experienced extractive research practices where their knowledge was taken, published, and sometimes commercialised without consent or benefit-sharing. Any methodology for accessing IK must therefore be grounded in principles of free, prior, and informed consent, genuine partnership, and equitable benefit-sharing.

The action-based approach of Vayda and colleagues offers a valuable tool in the researcher’s toolkit, particularly when practical, conservation-relevant information is needed within realistic timeframes and budgets. Combined with participatory methods like RRA, it provides a structured way to connect observable practices with underlying knowledge systems.

However, it should be seen as one approach among several – not a replacement for deeper engagement. For knowledge that is spiritually significant, culturally sensitive, or systemically embedded, more immersive, long-term, and community-led research methodologies will remain essential. The best outcomes are likely to come from combining multiple approaches, guided by the communities themselves in determining what knowledge they wish to share and how.
