Coastal regions and river systems around the world have sustained fishing communities for centuries. These communities developed intricate knowledge systems, seasonal practices, and resource management traditions that kept ecosystems in balance. But today, the combined pressures of commercial exploitation, environmental degradation, and poorly designed management models are pushing these communities – and the ecosystems they depend on – to the edge. Understanding how traditional fishing cultures interact with modern economic forces is essential for building truly sustainable approaches to marine and freshwater resource management.

Threatened coastal ecosystems: when shorelines lose their shields

Coastlines are among the most productive ecosystems on the planet, but they are also among the most vulnerable. Tourism development has replaced stretches of natural shoreline with concrete infrastructure. Industrial activities release pollutants into nearshore waters. And perhaps most critically, protective mangrove forests – the natural buffers between land and sea – are being stripped away at alarming rates.

The consequences are far-reaching. Mangroves serve as nurseries for juvenile fish, stabilise coastlines against erosion, and sequester significant amounts of carbon. When they disappear, fish populations decline, coastlines erode faster, and entire communities lose their livelihoods. The Sundarbans, the world’s largest mangrove forest straddling India and Bangladesh, provides a stark example. Home to over 4.5 million people and harbouring rare species including the Royal Bengal Tiger, the region is facing an existential crisis from rising sea levels, frequent cyclones, and unchecked real estate development.

Endangered species caught in the crossfire

The degradation of coastal and riverine ecosystems directly threatens iconic species. The Gangetic dolphin (Platanista gangetica), India’s National Aquatic Animal, has been classified as Endangered on the IUCN Red List since 1996. Habitat fragmentation from dams, pollution near urban centres, entanglement in fishing gear, and disturbance from river navigation have all contributed to severe population declines.

Similarly, Olive Ridley turtles face serious threats across their migratory routes and nesting beaches. These turtles rely on narrow coastal stretches near estuaries for nesting, but such areas are increasingly being developed for ports and tourism. According to the Indian Coast Guard, over 1.3 lakh turtles are estimated to have been killed after becoming entangled in trawl nets over a thirteen-year period. In early 2025, more than 1,000 dead Olive Ridleys washed ashore along the Chennai coastline alone, underscoring the urgency of the crisis.

Traditional vs. commercial fishing methods

For thousands of years, fishing communities managed aquatic resources using methods refined through generations of observation. Traditional practices around the world share several common features: seasonal harvesting that respects spawning cycles, gear selectivity that allows juvenile fish to escape, designation of certain waters as protected areas, and community-enforced catch limits. These approaches were not designed using modern conservation science, but they achieved remarkably similar outcomes.

Commercial trawling, by contrast, operates on a fundamentally different logic. Industrial fleets are equipped with echo sounders, radar, and GPS systems that locate fish with precision and maximise catches. While this technology is efficient, it comes at a heavy ecological cost. Bottom trawling flattens seabed habitats and destroys biodiversity in the benthic zone. As the World Wildlife Fund notes, one-third of the world’s assessed fisheries are currently pushed beyond their biological limits – and bycatch from commercial operations causes the needless loss of billions of fish along with hundreds of thousands of sea turtles and marine mammals each year.

The scale of the imbalance

The disparity between small-scale and industrial fishing is striking. In Tรผrkiye, for instance, 90% of fishing vessels are classified as small-scale (under 12 metres), yet the industrial fleet – comprising just the remaining 10% – takes the lion’s share of catches. Small-scale fishers’ share of total catches amounts to only about 10 percent, and that share has been steadily declining. This pattern repeats across much of the developing world, where artisanal fishers are systematically marginalised despite employing 90% of the global capture fisheries workforce.

Research published in npj Ocean Sustainability argues that fisheries management has historically focused on economic output with limited consideration of social value. The authors contend that marine life is a public asset, and its management should work for the benefit of local communities and the public – with traditional users treated as rights-holders rather than afterthoughts.

Turkish fishing cooperatives: a failed Western model

Turkey’s experience with fishing cooperatives offers a cautionary tale about importing organisational models without understanding local cultures. Since the 1950s, Turkish government authorities encouraged the establishment of fishing cooperatives by offering incentives such as subsidised loans. The number of cooperatives grew, but their actual effectiveness remained deeply questionable.

Stรฅle Knudsen, an anthropologist at the University of Bergen, conducted extensive fieldwork among Black Sea fishers. His research, published in the book Fishers and Scientists in Modern Turkey, reveals how the Turkish state’s approach to organising fishers was driven by modernisation ideology that ignored existing social structures in fishing communities. The cooperative model, borrowed from Western contexts, assumed that fishers would naturally embrace horizontal, democratic decision-making. But by 2005, only about 10% of Turkish fishers had actually joined cooperatives.

Why the cooperative model failed

Several factors contributed to this failure. Many cooperatives were perceived as corrupt institutions that served the interests of wealthy boat owners rather than ordinary fishers. A general lack of solidarity culture among members further weakened these organisations. Knudsen’s research shows that the state cocreated a regime that disregarded traditions of resource management while pursuing idealised development plans. The focus was on what was to be achieved, while the actual social dynamics of fishing communities were ignored.

Central governments viewed coastal small-scale fishing as backward and not worth prioritising because it was not a major contributor to national economic growth. This attitude – combined with cooperatives that existed on paper but failed in practice – left small-scale fishers with institutions that neither represented their interests nor suited their ways of working.

Local organisation vs. imported models

What Knudsen’s research also revealed was that small-boat fishers had their own effective systems of informal organisation. These systems were flexible, carried minimal administrative burden, and aligned with existing social hierarchies and relationship patterns. Fishers preferred vertical relationships with trusted patrons – individuals who understood local conditions and could adjust expectations during poor fishing seasons – over horizontal cooperative structures imposed from above.

These patron-client relationships, often dismissed by development agencies as exploitative, actually provided fishers with a safety net. Patrons could offer leniency during bad seasons, whereas banks or government agencies demanded consistent repayments regardless of circumstances. The informal systems were built on personal trust rather than abstract institutional principles, making them culturally congruent and practically effective.

In recent years, some Turkish cooperatives have begun to evolve. Istanbul Birlik, an association of 36 fishing cooperatives with about 2,500 members, became an effective organisation after a leadership change in 2011. It now advocates for small-scale fisher rights, collaborates with environmental NGOs and scientists, and works to eliminate middlemen from the supply chain. But Istanbul Birlik remains an exception rather than the rule, illustrating how difficult it is to make imported institutional models work without grassroots cultural buy-in.

Japan’s success through traditional integration

Japan’s approach to fisheries management stands in sharp contrast to Turkey’s experience. Rather than replacing local customs, Japan built its national fishery governance framework upon centuries of existing practice – and the results have been dramatically more successful.

Japan’s coastal communities have maintained systems of marine tenure since the feudal era, when only residents of coastal villages were allowed to fish in adjacent waters. Village guilds strictly regulated fishing zones, set seasonal limits, and imposed restrictions on gear and methods. When the Meiji government enacted the Fisheries Act of 1901, it did not discard these arrangements. Instead, the law converted traditional fishing rights and privileges into legally recognised exclusive fishing rights. The old guilds became Fisheries Associations, charged with administering fishing rights within their traditional territories.

The Fishery Law of 1949

Following World War II, Japan enacted a new Fishery Law in 1949 as part of broader democratic reforms. This law established Fishery Cooperative Associations (FCAs) with specific goals: protecting small-scale coastal fishers from outside fishing pressure, promoting fisher involvement in management decisions, and incorporating community knowledge into governance. The 1910 amendment to the 1901 Act had already designated cooperatives as entities endowed with fisheries rights, and the 1949 reforms deepened this democratic foundation.

A critical feature of the Japanese system is that Common Fishing Rights are granted exclusively to cooperatives composed of coastal fishers. The details of how these rights operate are decided at general meetings of each cooperative. This means management decisions are made by the people who actually fish, not by distant bureaucrats. The cooperatives also have the authority to create additional local regulations tailored to day-to-day conditions within their territory – a flexibility that centralised systems simply cannot match.

Why Japan’s model worked

The key difference between Japan’s success and Turkey’s failure lies in institutional continuity. Japan’s modern fisheries laws grew organically from centuries of community-based management. The 1901 law codified what already existed; the 1949 law democratised it further. At no point were fishers asked to abandon their traditional ways and adopt entirely foreign organisational structures.

The Japanese model also created nested layers of governance. At the local level, FCAs manage day-to-day operations. At the prefectural level, Fishery Coordinating Committees oversee broader planning. And at the national level, the Ministry of Agriculture provides overall policy direction. This layered approach ensures that decisions reflect both local knowledge and national priorities. Fishery Management Organisations, which emerged in the early 1980s to coordinate activities across multiple FCAs, added yet another level of adaptive capacity.

As noted by researchers at the FAO, during the feudal era, territorial rights over coastal waters emerged among villagers and were eventually recognised by feudal lords. The 1901 law gave these customary rights legal status, and the 1948 Fishery Cooperative Law provided the legal foundation that persists today. This continuity – from feudal custom to modern law – is what gave the Japanese system both legitimacy and effectiveness.

What these case studies teach us

The contrasting experiences of Turkey and Japan illuminate a broader lesson in sustainability: institutions succeed when they grow from local soil. Top-down models designed in one cultural context rarely transplant well into another. When governments ignore existing social structures, knowledge systems, and relationship patterns, even well-intentioned reforms can fail spectacularly.

Japan’s fisheries governance demonstrates that traditional practices are not obstacles to modern management – they can be its strongest foundation. Turkey’s experience shows what happens when modernisation ideology treats local customs as backward relics to be replaced rather than resources to be built upon.

For coastal ecosystems under threat worldwide, these lessons are urgent. Endangered species like Gangetic dolphins and Olive Ridley turtles cannot wait for policy experiments. Traditional fishing communities, which often serve as the first line of environmental stewardship, need institutional frameworks that support rather than undermine their accumulated knowledge. The path forward lies not in choosing between tradition and modernity, but in weaving them together – as Japan has shown is possible.
