Can you have a truly sustainable world if some communities bear the burden of pollution while others enjoy clean air and water? The answer, increasingly supported by research and policy, is no. Environmental justice and equity are not add-ons to the sustainability agenda – they are its foundation. Without fairness in how environmental risks and benefits are distributed, sustainability remains incomplete. This post unpacks the deep connections between justice, equity, and sustainability, and explores why building a sustainable future means building a fair one.

The connection between justice and equity

Social justice is at the heart of understanding equity. Justice, broadly speaking, refers to fairness and moral rightness – principles that foster harmony and balance in a society. The ancient Greek philosopher Plato explored justice as the harmonious functioning of wisdom, courage, and moderation within both the individual and the state. When these virtues work together, society operates in a just manner.

Equity takes this further by recognising that different people have different needs and starting points. While equality means giving everyone the same resources, equity means providing resources based on need so that outcomes are fair. In environmental terms, equity means ensuring that no community is unfairly exposed to pollution or denied access to natural resources and green spaces. Justice and equity together create the conditions for a society where environmental benefits and burdens are shared fairly.

How the environmental justice movement began

The environmental justice movement did not emerge in boardrooms or laboratories. It was born of a statistical reality: those who live, work, and play in the most polluted environments in the United States are disproportionately people of colour and those living in poverty.

The Warren County protests

The issues became nationally visible in 1982 in Warren County, North Carolina, where thousands of tons of PCB-contaminated soil were intentionally dumped in a facility located in a predominantly African American community, despite strong community opposition. Residents and civil rights leaders, including members of the Southern Christian Leadership Conference, responded with weeks of nonviolent protests. More than 500 people were arrested – marking the first arrests in U.S. history over the siting of a landfill.

Key studies that changed the conversation

A study conducted by the U.S. General Accounting Office found that Black residents made up the majority of populations surrounding three-quarters of hazardous waste landfills across eight southeastern states. Then, in 1987, the United Church of Christ’s Commission for Racial Justice published its landmark report, Toxic Wastes and Race in the United States. The core finding was that communities with higher percentages of minority populations were far more likely to host hazardous waste facilities.

In 1990, sociologist Robert Bullard published Dumping in Dixie, the first major study linking hazardous facility locations with historical patterns of racial segregation in the American South. This body of research made it undeniable that race and income were significant predictors of environmental risk exposure.

From national protests to federal policy

In 1994, President Bill Clinton signed Executive Order 12898, directing federal agencies to address environmental justice concerns in minority and low-income populations. This was a milestone – for the first time, the U.S. federal government formally acknowledged that environmental burdens were unequally distributed and committed to corrective action.

More recently, the U.S. Environmental Protection Agency has established environmental justice, civil rights, and equity as central pillars of its mission, outlining specific goals in its December 2024 Environmental Justice Strategic Plan.

Types of environmental equity

Environmental equity is not a single concept. Scholars and policymakers distinguish between two key dimensions: outcome equity and process equity.

Outcome equity

Outcome equity focuses on the fair distribution of environmental hazards and benefits across communities. It asks: are pollution sources concentrated in certain neighbourhoods? Do some communities lack access to parks, clean water, or breathable air? When hazardous waste sites cluster around low-income or minority areas, outcome equity has been violated.

Environmental injustice manifests through heightened exposure to pollution, limited access to adequate environmental services, and loss of land and resource rights. The evidence across decades of research is consistent – marginalised communities face disproportionate environmental harm.

Process equity

Process equity concerns the procedures by which decisions about environmental hazards and amenities are made. It asks: do affected communities have a meaningful voice in decisions about what gets built near them? Procedural justice means guaranteeing that all affected communities participate meaningfully in environmental decision-making, including access to information, involvement in policymaking, and access to legal recourse.

A practical example: if a government decides to build a waste treatment plant, process equity requires that local residents – especially those who will be most affected – are informed, consulted, and given genuine power to influence the outcome. Without process equity, outcome equity is nearly impossible to achieve.

Recognition justice

A third dimension, often discussed alongside the other two, is recognition justice. This involves acknowledging and respecting the distinct cultural, social, and historical experiences of marginalised groups, including Indigenous peoples. Without recognising why certain groups face environmental burdens – including histories of colonialism, segregation, and systemic racism – solutions will remain superficial.

Environmental movements and the fight for justice

Environmental movements have evolved significantly over the past several decades. What began as local community protests against toxic waste and polluting industries has grown into a global network of organisations united by common goals.

From local to global

Initially, the environmental justice movement focused on addressing toxic hazards faced by marginalised racial groups within wealthy nations. Over time, it expanded to include public health, worker safety, transportation, gender considerations, and international injustices. At the 2007 UN Climate Conference in Bali, representatives from the Global South and low-income communities formed the “Climate Justice Now!” coalition, linking local environmental justice concerns to global climate politics.

This expansion reflects a crucial insight: environmental injustice is not just a domestic issue. Developed countries often export pollution and environmental destruction to poorer nations – through waste dumping, resource extraction, and industrial relocation. The environmental justice framework helps connect these global patterns to local experiences of harm.

The role of grassroots activism

The Warren County movement became a critical connector of numerous environmental justice struggles, from the United Farmworkers’ fight against pesticides to Indigenous peoples’ campaigns for treaty rights, and many other minority communities battling excessive pollution burdens. These diverse struggles, while local in origin, collectively built a national – and eventually international – movement for environmental fairness.

Environmental movements have also driven concrete legislative outcomes. Following the release of the 1987 report, environmental justice became increasingly embedded in government institutions, including the founding of the Environmental Equity Working Group at the EPA in 1990. New laws, regulations, and screening tools such as the EPA’s EJSCREEN have given communities data to advocate for themselves.

The path to sustainability through justice and equity

Sustainability, at its core, is about meeting today’s needs without compromising the ability of future generations to meet theirs. But whose needs? And whose future? These are questions that justice and equity force us to confront.

Defining “just sustainability”

Scholar Julian Agyeman and his colleagues proposed a powerful reframing of sustainability. They defined “just sustainability” as the need to ensure a better quality of life for all, now and into the future, in a just and equitable manner, while living within the limits of supporting ecosystems. This definition places equity at the same level as environmental protection – neither can be sacrificed for the other.

Agyeman argued that sustainability cannot be simply a “green” or environmental concern. A truly sustainable society must integrate social needs, welfare, and economic opportunity with the environmental limits imposed by supporting ecosystems. This was a direct challenge to mainstream sustainability thinking, which had largely focused on ecological preservation without adequately addressing social inequality.

The equity deficit in sustainability

Agyeman identified what he called the “equity deficit” – the persistent gap in mainstream sustainability theory and practice when it comes to justice and fairness. Traditional sustainability frameworks, like the Brundtland Commission’s definition, emphasise intergenerational equity (fairness to future generations) but have relatively little to say about intragenerational equity – fairness among people alive today.

This matters because a green policy that benefits affluent communities while displacing low-income residents – such as gentrification driven by new parks or transit – is not truly sustainable. Transformative sustainability requires a paradigm shift where sustainability takes on a redistributive function, with justice and equity at its centre.

Why sustainability needs justice

Environmental justice and sustainability are interdependent – both are essential for an equitable environment. Consider a few examples of why this is the case:

Climate change impacts: Disenfranchised communities have been on the frontlines of the adverse consequences of global environmental change, which has a disproportionately negative impact on those who contribute the least to it. A sustainability strategy that reduces emissions overall but ignores the communities most harmed by existing pollution is incomplete.

Resource access: Clean water, healthy food, and green spaces are not luxuries – they are prerequisites for a sustainable life. When these are unevenly distributed, the entire system is undermined. Social justice involves the equitable distribution of wealth, opportunities, and privileges within society, and the intersection with environmental sustainability is evident in how ecological burdens and benefits are shared.

Participation in decision-making: Sustainability requires collective action. If marginalised communities are excluded from environmental planning and governance, the resulting policies will reflect the interests of the powerful, not the needs of the vulnerable.

Moving from principles to practice

Understanding the link between justice, equity, and sustainability is one thing. Translating it into action is another. Several approaches are gaining traction globally.

Screening tools and data transparency

Tools like the EPA’s EJSCREEN and the NASA Equity and Environmental Justice program use mapping and data to identify communities facing disproportionate environmental burdens. These tools empower local advocates with evidence to push for change.

Community-centred planning

True environmental justice requires that affected communities lead the conversation. The EPA’s vision centres on meaningful engagement and public participation, including providing technical assistance, accessible information, and addressing barriers to involvement. When communities are partners rather than passive recipients, policies are more likely to address root causes of inequity.

Integrating justice into global frameworks

The United Nations’ Sustainable Development Goals (SDGs) represent an attempt to integrate environmental sustainability and social justice within a single global policy framework. However, the challenge remains in implementation – ensuring that national policies translate SDG commitments into tangible improvements for the most vulnerable communities.

Just transition in energy systems

As the world shifts from fossil fuels to clean energy, a “just transition” ensures that workers and communities dependent on fossil fuel industries are not left behind. Research has shown that environmental justice and energy transition can significantly improve sustainability levels in high-income economies. But this requires deliberate investment in retraining, economic diversification, and community support – not just building solar farms.

Why this matters for all of us

Environmental justice is sometimes framed as a concern only for marginalised communities. That framing is misleading. When pollution degrades one community’s health, it strains healthcare systems, reduces economic productivity, and weakens social cohesion for everyone. When ecosystems collapse because environmental costs are pushed onto the most vulnerable, entire regions suffer.

Justice, equity, and sustainability are not three separate goals. They are three dimensions of the same goal: a world where human wellbeing and ecological health reinforce each other, and where no community is sacrificed for another’s benefit. As Julian Agyeman and his colleagues have shown, there are multiple “just sustainabilities” – place-specific, culturally informed approaches that recognise there is no one-size-fits-all solution.

The evidence is clear. The policy tools exist. The question is whether there is sufficient political will and public commitment to use them.
