Civil society movements-especially those rooted in environmental protection-have played an outsized role in reshaping how we think about population, development, and sustainability. In countries like India, grassroots environmental activism has gone far beyond tree-planting drives or protest marches. These movements have brought together people across deep social divides, placed women at the centre of ecological leadership, and challenged powerful narratives about who is truly responsible for environmental degradation. This post explores how civil society movements integrate communities, empower women, critique consumerism, and propose alternative visions for sustainable development.

How environmental movements bridge social divides

One of the most striking features of environmental movements in India is their ability to cut across long-standing social cleavages. Divisions based on sex, age, religion, ethnicity, caste, class, and region-divides that typically fragment Indian society-tend to weaken when communities face a shared ecological threat. When forests are cleared, rivers are dammed, or common lands are taken over for industrial projects, the impact is felt across these social boundaries. The result is that movements around ecological conflicts draw participants from remarkably diverse backgrounds, united by a common interest in protecting the natural resources on which their survival depends.

This integrative effect is not accidental. Environmental issues are fundamentally about shared resources-water, forests, land, air-that do not respect social hierarchies. When a river is polluted or a hillside is deforested, the consequences do not fall neatly along caste or class lines (though the poorest often suffer most). This shared vulnerability creates conditions for collective action that few other social issues can match. Scholars like Madhav Gadgil and Ramachandra Guha have documented how nature-based conflicts in India revolve around competing claims over forests, land, water, and fisheries, generating new movements that cut across traditional social categories.

Women’s leadership in environmental movements

Women have played a disproportionately prominent role in Indian environmental movements, and understanding why is essential to grasping the full integrative impact of civil society action on sustainable development.

Why women lead

In many Himalayan and tribal communities, women enjoy a relatively high social status and an unusual degree of freedom of action. More importantly, they bear primary responsibility for community survival-gathering firewood, collecting water, managing fodder, and tending to agricultural plots. This daily, intimate contact with forests and natural resources makes women acutely aware of environmental changes. When a stream dries up or a forest is cleared, women are usually the first to notice and the first to feel the impact on their households.

The Chipko movement of the 1970s in Uttarakhand is the most well-known example. Rural women, led by figures like Gaura Devi, physically embraced trees to prevent commercial loggers from felling them. The movement began in 1973 in the Chamoli district and spread rapidly across the Himalayan region. Women’s participation was not based on abstract environmentalism; it grew directly from their practical experience of deforestation’s impact on daily life-loss of firewood, reduced water supply, and increased soil erosion.

Beyond protest: building sustainable alternatives

Women’s environmental leadership extended well beyond protest. Over time, women in the Chipko movement set up cooperatives to guard local forests, organized fodder production, participated in land rotation schemes, and established nurseries with species they selected based on their knowledge of local ecology. Their involvement transformed a reactive protest into a constructive programme for ecological restoration. The movement also challenged patriarchal norms-women sometimes found themselves opposing men from their own villages who were willing to trade forests for short-term commercial gains.

This pattern of women’s environmental leadership is not unique to the Chipko movement. Across India, from the Narmada Bachao Andolan to smaller, local-level resource protection movements, women have repeatedly emerged as primary stakeholders in conservation efforts. Their leadership stems from their position as the ones most directly affected by ecological degradation.

Critique of consumerism and economic development

Indian environmental movements do more than protect trees and rivers. They mount a fundamental critique of the dominant model of economic development. According to Gadgil and Guha’s influential work, Indian environmental conflicts typically originate in the competition between different groups-peasants and industrial interests, tribal communities and the state, rural populations and urban elites-over productive natural resources.

Who consumes, who pays

These movements highlight an uncomfortable truth: the benefits of resource-intensive economic development flow disproportionately to a relatively small section of society, while the costs-deforestation, water depletion, soil erosion, displacement-are borne by the poorest and most vulnerable. Gadgil and Guha divided Indian society into three categories in their analysis: ecosystem people, who depend directly on their local natural resource base for survival; omnivores, who enjoy privileged access to resources far beyond their local environment; and ecological refugees, who have been dispossessed of their traditional resource access altogether.

This framework challenges the idea that economic growth is a universally beneficial process. Civil society movements argue that what is often celebrated as “development” is, in practice, a transfer of resources from the poor to the wealthy, from rural communities to urban industries, and from ecologically sustainable use to extractive exploitation.

Population growth: the wrong scapegoat

A particularly important contribution of these movements is their rejection of the argument that population growth is the primary driver of environmental degradation. Rather than blaming large populations in the developing world, civil society groups point to patterns of consumption and production as the real problem. They argue that the excessive resource use driven by industrial and consumer-oriented economic models does far more environmental damage than the subsistence activities of large but poor populations.

Challenging Global North-South dynamics

The tensions between rich and poor countries on environmental responsibility were on full display at the 1992 United Nations Conference on Environment and Development (the Rio Earth Summit). This landmark gathering of 178 nations was meant to reconcile economic development with environmental protection, but it also exposed deep disagreements between the Global North and South.

Conflicting agendas at Rio

Developed nations at the summit tended to focus on environmental regulation and conservation, while developing countries prioritized economic growth and poverty reduction. A particularly contentious issue was the tendency of some Northern countries to attribute environmental degradation largely to population growth in the Global South. Indian civil society movements-and many developing-country delegations-pushed back strongly against this framing.

The Northern nations produced the vast majority of industrial pollutants and consumed a disproportionate share of the world’s resources, yet the focus of proposed solutions often fell on curbing population in developing countries. As scholars have noted, third-world environmentalism differs fundamentally from its Western counterpart. In the West, environmental concern is often a product of post-material affluence-a desire to preserve wilderness and clean air once basic material needs are met. In countries like India, environmental activism is inseparable from questions of survival and livelihood, as resource depletion directly threatens the poorest communities.

Indian environmental movements thus serve as a powerful counterpoint to simplistic narratives. They insist that environmental degradation in the developing world cannot be separated from the global economic structures that drive resource extraction, nor from the consumption patterns of wealthy nations.

Three alternative approaches from Indian civil society

Ramachandra Guha, one of India’s foremost environmental thinkers, identified three distinct ideological strands within Indian environmental activism. Each offers a different vision for how society should relate to nature and development.

Crusading Gandhians

This strand draws deeply on Gandhian philosophy and promotes a moral and sometimes religious rejection of modern industrial lifestyles. Crusading Gandhians hold up the pre-capitalist, pre-colonial village community as a model of ecological and social harmony. They favour methods rooted in the Gandhian tradition-fasts, marches, strikes, and boycotts-and use traditional cultural idioms to advance environmental causes. Figures like Sunderlal Bahuguna, a key leader of the Chipko movement, exemplify this approach. The vision here is a return to decentralized, self-sufficient village economies that minimize resource extraction and emphasize simplicity.

Ecological Marxists

This group arrives at environmentalism through the lens of Marxist political analysis. Unlike the Gandhians, ecological Marxists are generally hostile to traditional social structures and religious frameworks. They see systemic economic change as a precondition for ecological stability and emphasize confrontational, scientifically grounded movements. In India, this strand is closely associated with People’s Science Movements like the Kerala Sastra Sahitya Parishad (KSSP), which combines scientific rationalism with grassroots mobilization for environmental and social justice.

Appropriate technology advocates

The third strand is the most pragmatic. Appropriate technology advocates seek a working synthesis between seemingly opposing forces: agriculture and industry, large-scale and small-scale production, and Western and Eastern technological traditions. Rather than rejecting modernity entirely (like the Gandhians) or demanding systemic revolution (like the Marxists), they focus on demonstrating practical alternatives-technologies and social arrangements that meet needs for social justice, local self-reliance, and environmental sustainability simultaneously.

A unified critique: growth is not the answer

Despite their differences in philosophy and method, all three strands of Indian environmental thought converge on one critical point: they reject the argument that population growth is the primary cause of environmental degradation. Instead, they agree that the real problem is an unbridled, often unnecessary focus on economic growth that comes at the expense of basic human rights to survival and sustenance.

This unified critique has profound implications for how we think about sustainable development. If environmental destruction is driven primarily by patterns of production, consumption, and resource distribution-rather than by sheer numbers of people-then the policy responses need to look very different. Rather than population control programmes targeted at the poor, what is needed is a fundamental restructuring of economic priorities: ensuring that development serves basic human needs, that natural resources are managed sustainably, and that the costs and benefits of economic activity are distributed equitably.

The work of Gadgil and Guha remains foundational in this regard. Their analysis shows that India’s environmental crisis is not a simple product of too many people but rather a consequence of how different social groups compete for and consume natural resources. The omnivores-those with the greatest access to resources and political power-bear the greatest responsibility for ecological degradation, even as the ecosystem people and ecological refugees bear the heaviest consequences.

Why this matters for sustainable development today

The integrative impact of civil society movements on population and sustainable development remains deeply relevant. As global debates continue over climate change, biodiversity loss, and resource depletion, the insights of Indian environmental movements offer important lessons.

First, environmental protection and social justice are inseparable. Movements that address only ecological concerns without attending to inequality, poverty, and power dynamics are unlikely to succeed or sustain themselves. Second, women’s knowledge and leadership are not optional extras but central to effective environmental action. Third, blaming population growth in the developing world diverts attention from the far more consequential patterns of overconsumption in wealthy nations and among privileged elites everywhere.

Civil society movements demonstrate that sustainable development is not simply a technical problem to be solved by experts or a market challenge to be addressed through economic incentives. It is fundamentally a question of power, equity, and whose voices are heard in decisions about how natural resources are used. When diverse communities come together-across lines of caste, class, gender, and region-to protect their shared environment, they model the kind of integrated, inclusive approach that sustainable development demands.
