India’s environmental history is deeply intertwined with the activism of its civil society. From tribal communities protecting sacred hills to farmers resisting mega-dam projects, environmental movements in India have shaped not only national policy but also global conversations around sustainable development. These movements, driven by ordinary people, have consistently challenged the idea that economic growth must come at the cost of ecological balance and human displacement.

How civil society engages with the state in India

The relationship between civil society and the Indian state is not one-dimensional. Scholars like Madhav Gadgil and Ramachandra Guha have categorised this engagement into four broad types: reformist, where groups work within the system to push for incremental policy change; confrontationist, where direct opposition to state actions takes centre stage; cooperative, where civil society and government collaborate on shared goals; and collaborationist, where groups become closely aligned with state interests, sometimes losing their independent voice.

Most of India’s well-known environmental movements fall into the confrontationist category. They emerged when communities faced direct threats – loss of forests, displacement due to dams, or the destruction of sacred lands by mining corporations. These were not abstract ideological battles. They were about survival, livelihood, and the right to live on one’s own land.

The Chipko movement: where it all began

The Chipko movement is arguably the most iconic environmental campaign in Indian history. Originating in the early 1970s in the Garhwal Himalayas of Uttarakhand (then part of Uttar Pradesh), this nonviolent movement saw rural villagers – predominantly women – physically embracing trees to prevent them from being felled by commercial loggers.

The roots of the movement go back to the increasing commercialisation of Himalayan forests after India’s independence. The government treated forests primarily as revenue-generating assets, granting contracts to outside companies while local communities were denied access to the resources they had depended on for generations. When the Simon Company was allotted ash trees in Mandal Forest for manufacturing sporting goods in 1973, local villagers led by Chandi Prasad Bhatt and the Dasholi Gram Swarajya Mandal marched to stop the felling. This was the first Chipko protest, and it spread rapidly across the Himalayan region.

Sunderlal Bahuguna, another key figure, popularised the movement nationally through a 5,000-kilometre trans-Himalayan foot march between 1981 and 1983. His slogan – “Ecology is permanent economy” – captured the movement’s core message. The Chipko protests achieved a major victory in 1980 when Prime Minister Indira Gandhi imposed a 15-year ban on commercial tree felling in the Himalayan forests. The movement went on to influence the Forest Conservation Act of 1980, which required central government approval for converting forest land to non-forest uses.

Women were the backbone of Chipko. As the primary managers of agrarian life in the hills, they were the most directly affected by deforestation – losing access to firewood, fodder, and clean water. Leaders like Gaura Devi became powerful symbols of grassroots women’s leadership. In 1987, the Chipko movement received the Right Livelihood Award for its dedication to ecological conservation.

The Appiko movement: Chipko’s southern counterpart

Inspired directly by Chipko, the Appiko movement emerged in September 1983 in the Uttara Kannada and Shimoga districts of Karnataka. “Appiko” is the Kannada equivalent of “Chipko” – meaning to hug or embrace. Led by Pandurang Hegde and supported by Chandi Prasad Bhatt himself, this movement opposed the commercial felling of trees in the Western Ghats, a biodiversity hotspot of global significance.

Natural forests in the region were being cleared by contractors for timber extraction, causing soil erosion and the drying up of perennial water sources. Forest-dwelling communities were denied their customary rights to collect basic resources like twigs, dried branches, and non-timber forest products. The Appiko movement’s three-fold agenda – preserve existing forests, restore degraded lands, and promote responsible resource use – created widespread awareness about the ecological dangers of unchecked commercial exploitation.

Silent Valley: saving ancient rainforests

The Silent Valley movement is one of India’s earliest and most successful conservation campaigns. In the late 1970s, the Kerala State Electricity Board proposed a hydroelectric dam on the Kunthipuzha River, which would have submerged over 8 square kilometres of pristine tropical evergreen rainforest in Kerala’s Palakkad district.

The Kerala Sastra Sahitya Parishad (KSSP), a people’s science organisation, led the opposition. Researchers documented the presence of the endangered lion-tailed macaque in the valley, which became a symbol of the fragile ecosystem under threat. The campaign drew support from eminent figures like ornithologist Salim Ali and agricultural scientist M.S. Swaminathan.

In 1980, Prime Minister Indira Gandhi intervened to halt the project. A commission chaired by Prof. M.G.K. Menon subsequently recommended scrapping the hydroelectric project entirely, and the Silent Valley was declared a National Park in 1984 and a biosphere reserve in 1986. This was a watershed moment – it demonstrated that biodiversity conservation could take precedence over development projects when public pressure was sustained and well-organised.

Jungle Bachao Andolan: tribals versus commercial forestry

In the early 1980s, the Jungle Bachao Andolan (Save the Forest movement) erupted in Bihar (now Jharkhand) when the government began replacing natural Sal forests with commercially valuable teak plantations. For the tribal communities of the region, Sal forests were not just trees – they were the foundation of their livelihood, culture, and identity.

The replacement of diverse natural forests with monoculture plantations threatened the ecological balance and deprived tribals of non-timber forest products they depended upon. The movement highlighted a critical issue that persists even today: the conflict between state-driven commercial forestry and the customary rights of indigenous forest-dwelling communities.

Vandana Shiva, a physicist-turned-environmental activist, founded the Research Foundation for Science, Technology and Ecology in 1982 to address the interconnected crises of biodiversity loss and farmers’ rights. This led to the creation of Navdanya – meaning “nine seeds” – which grew into a national movement to protect native seeds, promote organic farming, and support fair trade.

Navdanya has helped establish over 150 community seed banks across 22 Indian states and supported millions of farmers in converting to organic farming. The movement has been at the forefront of fighting biopiracy – the patenting of indigenous plant varieties by multinational corporations. Navdanya successfully challenged patents on neem, basmati rice, and wheat at international forums.

A defining feature of Navdanya is its emphasis on women’s roles in agriculture and biodiversity conservation. Shiva’s work, rooted in ecofeminism, argues that sustainable agriculture can only be achieved by centring women’s knowledge and participation. The movement’s Bija Vidyapeeth (School of the Seed), established in Uttarakhand’s Doon Valley, serves as a global learning centre for agroecology and seed sovereignty. In 1993, Shiva received the Right Livelihood Award for her contributions to biodiversity and farmers’ rights.

Narmada Bachao Andolan: questioning the idea of development

If one movement can be called the epitome of Indian environmental activism, it is the Narmada Bachao Andolan (NBA), or Save the Narmada Movement. The Narmada Valley Project envisaged the construction of thirty large and hundreds of small dams along the Narmada River, India’s largest westward-flowing river, which passes through Madhya Pradesh, Maharashtra, and Gujarat.

The movement began in 1985 under the leadership of Medha Patkar, who quit her PhD studies to devote herself fully to the cause. The NBA brought together adivasis (tribal people), farmers, environmentalists, and human rights activists in a broad coalition that questioned not just one dam but the entire paradigm of large-scale development that displaces vulnerable communities without adequate rehabilitation.

The Sardar Sarovar Dam, one of the largest dams on the Narmada, became the primary flashpoint. The NBA employed peaceful marches, hunger fasts, and media campaigns that eventually pressured the World Bank into withdrawing its $450 million loan for the project in 1993. This was a milestone for global human rights and environmental movements, leading to the creation of the World Bank Inspection Panel.

The NBA’s slogan – “Vikas Chahiye, Vinash Nahin!” (We want development, not destruction) – captured its core argument. The movement did not oppose development itself; it demanded that development should not come at the cost of displacing millions of people, destroying ecosystems, and benefiting only distant urban centres. The NBA proposed alternative strategies based on watershed development, small dams, and improved efficiency of existing infrastructure. In 1991, Medha Patkar and Baba Amte received the Right Livelihood Award for their work.

Niyamgiri: a tribal victory for the ages

The Niyamgiri movement in Odisha is perhaps the most dramatic example of indigenous communities successfully defending their land against corporate power. The Dongria Kondh, a tribe of approximately 8,000 people, have inhabited the Niyamgiri Hills for centuries. These hills are central to their identity – they worship Niyam Raja, the mountain god, and consider the hilltop sacred.

In 2003, the Odisha state government signed an agreement with Vedanta Resources, a UK-based mining company, to extract an estimated 73 million tonnes of bauxite from the Niyamgiri Hills. An alumina refinery was built at the foot of the hills at Lanjigarh. The mine would have devastated the Dongria Kondh’s traditional lands and habitats, threatening their rights to water, food, health, and cultural survival.

The Dongria Kondh, supported by organisations like Survival International and Amnesty International, mounted sustained protests and legal challenges. A government expert committee exposed multiple environmental regulation violations by Vedanta, and the Environment Minister revoked the company’s clearance in 2011.

The defining moment came in April 2013, when India’s Supreme Court rejected the appeal on the mining ban and ruled that the Dongria Kondh would have the decisive say on whether mining could proceed. The Court directed that gram sabhas (village councils) should decide if mining would affect their religious and cultural rights. Despite the state limiting consultation to just 12 villages and heavy police presence, all 12 village councils voted unanimously against Vedanta, denying the company any legitimacy to mine the hills.

In January 2014, the Ministry of Environment and Forests completely rejected the mining project. The Niyamgiri verdict established a powerful legal precedent: the gram sabhas were recognised as the final arbiters in decisions about extracting natural resources from indigenous lands. It was a rare instance where the democratic rights of a small tribal community prevailed over the interests of a multinational corporation worth billions.

What these movements mean for sustainable development

Taken together, these movements reveal several patterns. First, India’s environmental struggles are fundamentally about equity and justice. The people most affected by environmental destruction – tribals, women, small farmers – are also those with the least political power. Second, these movements have consistently demonstrated that environmental protection and human rights are inseparable. The Chipko women fighting for firewood and fodder, the Narmada valley residents resisting displacement, and the Dongria Kondh defending their sacred hills were all, at their core, fighting for the right to a dignified life.

Third, these movements have had tangible policy outcomes. The Chipko movement influenced the Forest Conservation Act of 1980. The NBA led to the creation of the World Bank Inspection Panel. The Niyamgiri verdict strengthened the implementation of the Forest Rights Act. And Navdanya’s campaigns helped shape India’s position on intellectual property rights and seed sovereignty.

Finally, these movements show that civil society remains the most powerful check on unsustainable development. When government institutions fail to protect vulnerable communities and fragile ecosystems, it is grassroots mobilisation that fills the gap.
