When we talk about sustainable development, nutrition might not be the first thing that comes to mind. Yet, it is one of the most powerful levers for progress across virtually every development challenge the world faces – from poverty and education to climate change and gender equality. Nutrition security, which means ensuring that all people have consistent access to safe, sufficient, and nutritious food, is not just a health issue. It is a foundational requirement for achieving the Sustainable Development Goals (SDGs) set out in the United Nations 2030 Agenda.

Why nutrition is a pillar of sustainable development

Nutrition sits at the intersection of human development and environmental sustainability. Improving nutrition policies and programmes is widely recognised as one of the most effective measures for reducing poverty and advancing global development. The Scaling Up Nutrition (SUN) Movement describes nutrition as both a maker and a marker of development – improved nutrition serves as the platform for progress in health, education, employment, women’s empowerment, and the reduction of poverty and inequality. It can lay the foundation for peaceful, secure, and stable societies.

This dual role makes nutrition uniquely important. A well-nourished population is more productive, more resilient, and better equipped to contribute to economic growth. Conversely, poor nutrition undermines every other development effort – children who are malnourished struggle to learn, adults who lack adequate nutrition are less productive, and communities trapped in cycles of malnutrition find it nearly impossible to escape poverty.

SDG 2: The goal that puts nutrition front and centre

Among the 17 SDGs, Goal 2 is the one that explicitly addresses nutrition. It aims to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture by 2030. Two of its specific targets are particularly important for nutrition security.

Target 2.1 focuses on ending hunger and ensuring that all people – especially the poor and those in vulnerable situations, including infants – have access to safe, nutritious, and sufficient food throughout the year. Target 2.2 calls for ending all forms of malnutrition by 2030, including meeting internationally agreed targets on stunting and wasting in children under five, and addressing the nutritional needs of adolescent girls, pregnant and lactating women, and older persons.

The scope of SDG 2 goes beyond just calorie intake. It recognises that proper nutrition includes micronutrient availability and healthy diets. As the UN Sustainable Development Knowledge Platform highlights, inadequate micronutrient intake of mothers and infants can have long-term developmental impacts, while unhealthy diets are closely linked to the growing incidence of non-communicable diseases in both developed and developing countries.

How nutrition connects to all 17 SDGs

While SDG 2 is the only goal that directly mentions nutrition, achieving good nutrition is essential for reaching virtually every other SDG – and conversely, progress on other SDGs is necessary for achieving nutrition targets. A comprehensive analysis by Grosso et al. (2020) in the European Journal of Public Health mapped how nutrition connects to all 17 goals. Here are some of the key linkages:

SDG 1 (No poverty): Poverty directly limits access to adequate food. Roughly 800 million people globally suffer from hunger caused by poverty. When families cannot afford nutritious meals, malnutrition becomes both a consequence of poverty and a driver of it, creating a vicious cycle.

SDG 3 (Good health and wellbeing): Healthy and sustainable nutrition reduces premature death, including deaths from non-communicable diseases such as diabetes, cardiovascular disease, and certain cancers.

SDG 4 (Quality education) and SDG 8 (Decent work and economic growth): Malnutrition impairs learning abilities in children, while better diet quality is associated with improved educational outcomes and economic productivity. The causal links here run in both directions – better education leads to better food choices, and better nutrition supports the cognitive development needed for learning.

SDG 5 (Gender equality): Empowering women leads to improved nutrition outcomes for entire families. Women who have access to resources and decision-making power are better able to ensure adequate nutrition for themselves and their children.

SDG 6 (Clean water and sanitation): Access to safe drinking water and adequate sanitation is a prerequisite for reducing undernutrition, since waterborne diseases severely impair nutrient absorption.

SDG 11 (Sustainable cities): Urbanisation is reshaping food environments. City planning that ensures access to affordable, nutritious food is essential as more of the world’s population moves to urban areas.

SDG 13 (Climate action): Climate change directly threatens food production and security. Rising temperatures, changing rainfall patterns, and increasing extreme weather events disrupt agricultural systems and reduce the nutritional quality of crops. At the same time, food production itself is a major contributor to greenhouse gas emissions.

This web of interconnections shows that nutrition is not an isolated concern – it is woven into the fabric of every major development challenge.

The multiplier effect: five areas where nutrition accelerates progress

The 2017 Global Nutrition Report, titled “Nourishing the SDGs,” identified five core areas where good nutrition has a powerful multiplier effect across the SDGs. The report argued that it would be a challenge to achieve any SDG without first addressing nutrition. These five areas are:

1. Environmental sustainability

Agriculture and food production form the backbone of human diets. When food systems are managed sustainably, they not only provide better nutrition but also protect ecosystems, reduce carbon emissions, and conserve water and soil resources. Urban food policies, for instance, can be designed to simultaneously reduce climate change, food waste, food insecurity, and poor nutrition – what the report calls “triple duty actions.”

2. Infrastructure for economic development

Nutrition improvements drive productivity gains. A well-nourished workforce is more productive, misses fewer days of work due to illness, and contributes more effectively to economic output. Investments in nutrition infrastructure – from food supply chains to school feeding programmes – generate returns that extend well beyond health outcomes.

3. Reduced burden on health systems

Malnutrition in all its forms – undernutrition, micronutrient deficiencies, and overweight/obesity – places enormous strain on health systems. Preventing malnutrition reduces healthcare costs, frees up resources for other priorities, and helps countries move towards universal health coverage.

4. Equity and inclusion

Malnutrition disproportionately affects the most vulnerable populations: women, children, indigenous communities, and those living in poverty. Nutrition programmes that target these groups help reduce inequality and ensure that the benefits of development reach those who need them most.

5. Peace and stability

Food insecurity is both a cause and consequence of conflict. Communities that have reliable access to nutritious food are more stable and less prone to the kinds of social unrest that fuel violence and displacement. Investing in nutrition security is, therefore, an investment in peace.

The UNICEF summary of the report reinforced this finding, emphasising that improving nutrition can catalyse progress on multiple development goals simultaneously through “double duty” and “triple duty” actions.

The food security framework: understanding what drives nutrition outcomes

According to the definition established at the 1996 FAO Rome World Food Summit, food security exists when all people, at all times, have physical and economic access to sufficient, safe, and nutritious food that meets their dietary needs and food preferences for an active and healthy life. Three key dimensions define household food security: physical availability of food, economic and physical access to food, and adequate food utilisation.

Maintaining an affordable and sustainable food supply at the global level requires addressing multiple interconnected challenges – climate change, agricultural commodity pricing, armed conflicts, and the overall health of our planet. National food availability depends on the balance between domestic food production and imports, minus exports, spoilage, and diversion to animal feed. Any disruption in this chain – whether from climate shocks, conflict, or economic instability – directly threatens nutrition security.

The first 1,000 days of life – from the beginning of pregnancy through a child’s second birthday – are a particularly critical window. Governments that invest in policies supporting optimal maternal, infant, and young child feeding behaviours during this period can generate development dividends that last for generations.

India provides a telling example of the challenges that low and middle-income countries face in achieving nutrition-related SDG targets. Data from the National Family Health Survey (NFHS-5, 2019-21) reveal a mixed picture.

On the positive side, there have been some improvements in child nutrition indicators. Stunting rates among children under five have declined, and child immunisation coverage has improved significantly. However, the data also reveal deeply concerning trends, particularly around anaemia.

Anaemia among children aged 6-59 months rose sharply – from 58.6% in NFHS-4 (2015-16) to 67.1% in NFHS-5, representing a growth of over 14%. This reversal occurred despite India’s Anaemia Mukt Bharat programme and the national target of reducing child anaemia prevalence to 40% by 2022. Similarly, anaemia among adolescent women aged 15-19 years increased from 54.1% to 59.1% during the same period.

Research published in BMC Public Health examined the drivers behind this reversal in childhood anaemia trends between NFHS-4 and NFHS-5. The study found that despite India’s rapid economic growth, the country’s long history of policies and programmes to combat anaemia has not produced proportionate improvements. The causes of anaemia are multifactorial, including iron deficiency, vitamin deficiencies, infections, and haemoglobinopathies – meaning that iron supplementation alone is insufficient.

A separate analysis of three NFHS rounds found that while severe anaemia declined slightly from 2.9% to 2.1% and moderate anaemia from 40.4% to 38.8% between 2005 and 2021, there was actually an increase in anaemia prevalence between the 2015-16 and 2019-21 surveys. Young children aged 6-23 months, those from Scheduled Caste and Scheduled Tribe communities, and children born to mothers with lower educational attainment remained the most vulnerable.

These findings underscore the scale of the challenge. With one of the world’s largest populations and a significant burden of undernutrition, India’s progress toward the SDGs depends critically on addressing these persistent nutrition gaps. The intergenerational cycle – where malnourished mothers give birth to malnourished children – must be broken through integrated strategies that go beyond health sector interventions to address poverty, education, sanitation, and gender equity simultaneously.

The path forward: breaking silos and scaling solutions

The evidence is clear that nutrition cannot be treated as a standalone sector. The World Food Programme works across all 17 SDGs precisely because hunger and nutrition are connected to every dimension of development. Achieving nutrition security requires action across multiple fronts simultaneously.

First, food systems need transformation. As global population continues to grow – projected to reach nearly 8 billion by 2030 and over 9 billion by 2050 – sustainable food production becomes ever more critical. This means investing in climate-resilient agriculture, reducing food loss and waste, and ensuring equitable access to nutritious food.

Second, financing must increase dramatically. The 2017 Global Nutrition Report noted that global spending by donors on undernutrition represented just 0.5% of Official Development Assistance (ODA), while spending on non-communicable diseases and obesity was a mere 0.01% of global ODA. The report called for a tripling of global investments in nutrition.

Third, data and accountability must improve. National averages often mask enormous disparities between regions, income groups, and demographic categories. Disaggregated data by wealth, gender, geography, and age is essential for identifying and reaching the most vulnerable populations.

Finally, integrated approaches are essential. Nutrition programmes must be coupled with poverty reduction strategies, food security systems, education initiatives, and water and sanitation improvements. India’s experience shows that nutrition-specific interventions alone – such as iron supplementation – are insufficient without also addressing the broader social determinants of malnutrition.

Nutrition as the thread that ties the SDGs together

If there is one takeaway from the evidence, it is this: nutrition is not just one among 17 goals. It is the thread that connects them all. A child who receives adequate nutrition in their first 1,000 days is more likely to thrive in school, earn a better income, contribute to their community’s economy, and raise healthier children of their own. A community with food security is more stable, more equitable, and better positioned to adapt to climate change.

The 2030 deadline for the SDGs is fast approaching, and progress on nutrition remains uneven. While some indicators have improved globally, rising anaemia rates in countries like India and persistent food insecurity in sub-Saharan Africa and South Asia serve as stark reminders of how much work remains. Achieving nutrition security is not optional for sustainable development – it is the precondition.
