India is one of the world’s largest food producers, yet millions of its citizens go to bed hungry every night. According to the 2024 Global Hunger Index, India ranks 105th out of 127 countries, a position that underscores the deep disconnect between food production capacity and actual nutritional outcomes. The concept of food security in India has evolved significantly over the decades – from simply growing enough grain to ensuring every citizen has physical and economic access to safe, nutritious food. This post unpacks how food security is defined, where India stands today, the government initiatives designed to address it, and the challenges that persist in turning policy into practice.

How the concept of food security has evolved
Food security was once understood narrowly – if a country produced enough food, its population was considered secure. India’s early approach after independence focused almost entirely on boosting agricultural output. The Green Revolution of the 1960s and 70s epitomized this thinking: increase yields of wheat and rice, and hunger would be solved.
Over time, however, experts recognized that food availability alone did not guarantee food security. As defined by the Food and Agriculture Organization (FAO), food security exists when all people, at all times, have physical and economic access to sufficient, safe, and nutritious food that meets their dietary needs and food preferences for an active and healthy life. This definition captures four interconnected dimensions: availability, access, utilization, and stability.
A major paradigm shift also occurred in how food insecurity is measured. Earlier, input-based measures like calorie or energy intake were primary indicators. Gradually, the focus moved to output indicators – things like anthropometric measurements (height, weight, and body mass index of children) and clinical signs of malnutrition. This shift reflects a deeper understanding: it is not just about how much food is available, but how well it nourishes the body.
The three pillars of food security
Food security in India rests on three interconnected components, often referred to as the three A’s: availability, access, and absorption.
Availability
At the national level, food availability refers to having enough food stocks to meet domestic demand – either through domestic production or imports. India has made remarkable strides here. Food grain production grew from approximately 50 million tonnes in 1950-51 to around 233.9 million tonnes by 2008-09, a nearly five-fold increase. The growth rate of food grains has averaged about 2.5% per annum between 1951 and 2006-07. Beyond cereals, there have been significant increases in oilseeds, cotton, sugarcane, fruits, vegetables, and milk production. India has been largely self-sufficient in food grains since the mid-1970s, with minimal reliance on imports.
Access
Even when food is available in markets, not everyone can afford or physically reach it. Access depends on income levels, food prices, transportation infrastructure, and distribution networks. According to UN-India, there are nearly 195 million undernourished people in India, representing about a quarter of the world’s hunger burden. This gap between macro-level surplus and household-level deprivation is the core challenge of food access.
Absorption (nutrition)
Absorption refers to the body’s ability to utilize consumed food for nourishment. Factors like clean drinking water, sanitation, healthcare, and dietary diversity directly affect nutritional absorption. Poor sanitation and waterborne diseases can cause malabsorption even when food intake is adequate. Over 163 million people in India still lack access to clean water, and contaminated water contributes to about 21% of communicable diseases – both of which undermine nutritional outcomes.
These three components carry both intrinsic value (they matter for their own sake – no one should go hungry) and instrumental value (better nutrition increases workforce productivity and economic growth).
India’s food production: a macro success story
At a macro level, India’s food production journey since independence has been impressive. The country transformed from a food-deficit nation dependent on imports and international aid (notably the PL-480 wheat imports from the United States in the 1960s) to a self-sufficient agricultural power.
Food grain imports became negligible by the mid-1970s thanks to the Green Revolution’s emphasis on high-yielding seed varieties, chemical fertilizers, and irrigation expansion. India now produces over 100 million tonnes of rice annually and is a significant exporter of rice, wheat, and other agricultural products.
However, this macro success masks important nutritional gaps. An Indian Council of Agricultural Research (ICAR) study found that high-yielding varieties of rice and wheat have led to lower micronutrient densities – zinc levels dropped by 33% in rice and 30% in wheat, while iron levels fell by 27% in rice and 19% in wheat. So while India produces enough calories, the nutritional quality of its staple grains has declined, contributing to what is known as hidden hunger – micronutrient deficiency despite adequate calorie consumption.
The Public Distribution System (PDS)
The Public Distribution System is India’s primary mechanism for ensuring household-level food security. It is one of the largest food distribution networks in the world, with over 5 lakh fair price shops (also known as ration shops) delivering essential commodities to approximately 160 million families.
Through the PDS, the government procures food grains from farmers at a minimum support price and distributes them to beneficiaries at heavily subsidized rates. The system’s scale is enormous – it distributes commodities worth hundreds of billions of rupees annually.
The shift to targeted PDS (TPDS)
In 1997, the government restructured the universal PDS into the Targeted Public Distribution System (TPDS). Under this model, the population is classified into three categories:
Below Poverty Line (BPL) households receive food grains at highly subsidized rates. Above Poverty Line (APL) households receive grains at slightly higher prices. Antyodaya Anna Yojana (AAY) households – the poorest of the poor – are entitled to 35 kg of food grains per family per month at the lowest rates.
Despite its massive reach, the PDS faces significant implementation challenges. According to a 2022 report, more than 90 million eligible people have been excluded from their legal entitlements under TPDS. Leakages, corruption, poor infrastructure, and outdated beneficiary lists continue to plague the system. During the COVID-19 pandemic, migrant workers faced severe difficulties accessing rations outside their home states, exposing another structural weakness. The government’s One Nation, One Ration Card initiative was launched to address portability, but full implementation remains a work in progress.
Nutrition programmes and meal schemes
Integrated Child Development Services (ICDS)
Launched in 1975, the ICDS is one of the world’s oldest and largest programmes for early childhood care. It aims at holistic development of children up to six years of age, with special focus on children under two years and expectant and nursing mothers. Services are delivered through a network of Anganwadi centres across the country and include supplementary nutrition, immunization, health check-ups, referral services, pre-school education, and nutrition and health education.
The programme evolved into Mission Poshan 2.0, announced in the Union Budget 2021-22, which seeks to integrate nutrition content, delivery, and outreach. As of July 2025, over 72.22 lakh pregnant women were registered under Mission Poshan 2.0, and maternity benefits had been delivered to more than 4.05 crore beneficiaries. Biometric-based beneficiary registration was introduced from August 2025 to improve targeted delivery.
Mid-Day Meal Scheme / PM-POSHAN
The Mid-Day Meal Scheme, now rebranded as Pradhan Mantri Poshan Shakti Nirman (PM-POSHAN), is the world’s largest school feeding programme. It covers approximately 11.80 crore children studying in 11.20 lakh schools across the country. The scheme provides one hot cooked meal per school day to children in government and government-aided schools from pre-primary (Bal Vatika) through Class VIII.
The programme’s objectives go beyond nutrition – it aims to increase school enrolment among disadvantaged children, improve student retention rates, and provide nutritional support in drought-affected and disaster-hit areas. Under the National Food Security Act, primary school children must receive meals containing at least 450 calories and 12 grams of protein, while upper primary students receive meals with 700 calories and 20 grams of protein.
Despite its enormous scale, PM-POSHAN faces challenges. According to UDISE+ 2024-25 data, only about 41.8% of all enrolled students actually receive mid-day meals, as the scheme does not extend to private unaided schools. Financial constraints, inconsistent food quality, and insufficient kitchen infrastructure remain persistent issues in many states.
The National Food Security Act (NFSA), 2013
The National Food Security Act (NFSA), enacted in September 2013, marked a historic shift in India’s approach to hunger – from a welfare-based framework to a rights-based one. For the first time, access to food was given a statutory, legally enforceable basis.
The Act covers up to 75% of the rural population and 50% of the urban population, encompassing nearly two-thirds of India’s total population. Under its provisions, Priority Households (PHH) are entitled to receive 5 kg of food grains per person per month at subsidized prices – rice at โน3/kg, wheat at โน2/kg, and coarse grains at โน1/kg. Antyodaya Anna Yojana (AAY) households receive 35 kg per family per month at the same subsidized prices.
The NFSA also brings existing nutrition programmes – the Mid-Day Meal Scheme, the ICDS, and maternity entitlements – under a single legal umbrella. The Act prioritizes pregnant women, lactating mothers, and children between 6 months and 14 years, recognizing that early nutrition is critical for breaking the intergenerational cycle of poverty and malnutrition.
In January 2023, the Central Government decided to provide food grains free of cost to AAY and PHH beneficiaries under the NFSA, removing even the nominal price burden from the poorest families.
The Right to Food campaign
Civil society groups have long advocated for a more comprehensive approach to food security than what the NFSA offers. The Right to Food campaign pushes for a broader Food Entitlements Act that goes beyond subsidized grain provision to BPL families. Key demands include universalizing the PDS (rather than targeting only specific categories), providing special entitlements for destitute and homeless households, consolidating various food entitlements created by Supreme Court orders into a single statute, supporting breastfeeding promotion and protection, and safeguarding food policy from undue influence by corporate interests.
Key implementation challenges
While India has built an impressive policy framework for food security, translating it into ground-level outcomes remains a significant challenge.
Leakages and exclusion errors in PDS
Despite digital reforms like Aadhaar-linked ration cards and electronic point-of-sale machines at fair price shops, the PDS continues to suffer from diversion of food grains, ghost beneficiaries, and exclusion of genuine beneficiaries. Approximately 40% of food grains are lost due to inadequate storage, transit losses, and corruption before reaching end consumers.
Climate change and declining agricultural productivity
India’s agricultural sector is highly vulnerable to climate change. The IPCC has warned that India could lose 10-40% of its crop yields by 2050 due to erratic rainfall and rising temperatures. Soil degradation from overuse of chemical fertilizers and pesticides further threatens long-term productivity.
Income inequality and affordability
While India has made progress in poverty reduction, significant income disparities persist. The FAO’s State of Food Security and Nutrition report found that 74% of Indians could not afford a healthy diet as of 2022. Food security cannot be ensured through subsidized grains alone when nutritious foods like fruits, vegetables, pulses, dairy, and protein sources remain financially out of reach for large sections of the population.
Post-harvest losses and infrastructure gaps
India loses a significant share of its agricultural produce after harvest due to poor cold chain infrastructure, inadequate storage facilities, and inefficient supply chains. Approximately 40% of fruits and vegetables are lost post-harvest, according to FAO estimates. This waste directly undermines food availability despite healthy production numbers.
Nutritional quality versus calorie focus
India’s food security architecture has historically prioritized calorie-dense cereals (rice and wheat) over nutritional diversity. The PDS largely distributes rice and wheat, neglecting protein-rich foods, pulses, millets, fruits, and vegetables. The M.S. Swaminathan Committee (2006) recommended moving towards nutritional security – not just calorie security – and the Shanta Kumar Committee (2015) suggested exploring cash transfers instead of physical grain distribution. These recommendations remain only partially implemented.
The road ahead
Addressing food security in India requires moving beyond food sufficiency to food and nutrition security. Several steps can help bridge the gap between policy and outcomes.
Diversifying the PDS basket to include pulses, millets, edible oils, and fortified foods would directly address nutritional deficiencies that a rice-and-wheat-centric system cannot solve. Strengthening digital infrastructure – completing the rollout of One Nation One Ration Card, reducing Aadhaar authentication failures, and using real-time monitoring – can plug leakages and ensure food reaches intended beneficiaries. Investing in post-harvest infrastructure, including cold storage, food processing facilities, and efficient supply chains, can reduce the massive waste that currently undermines food availability. Climate-resilient agriculture – promoting drought-resistant crop varieties, water-efficient irrigation, organic farming, and crop diversification – is essential for long-term food production stability. Finally, converging nutrition programmes under ICDS, PM-POSHAN, and POSHAN Abhiyaan with health and sanitation initiatives (like Swachh Bharat Mission) can ensure that nutritional gains are not lost to poor hygiene and waterborne diseases.
India’s challenge is not about producing enough food – it already does that. The challenge is about ensuring every citizen, regardless of geography, income, or social status, can access and absorb nutritious food. That requires not just better policies but better execution, stronger accountability, and a fundamental shift from calorie counting to nutrition outcomes.
